West Bengal Shop & Establishment registration in brief
The West Bengal Shops and Establishments Act, 1963 (with the Rules, 1964) regulates working hours, holidays, leave, wages and conditions of service in shops and commercial establishments in the notified areas of the state. Registration is compulsory for every shop and establishment, and the certificate is routinely required by banks to open a current account and to support GST and trade registrations. Registration and renewal are done online — through wbshopsonline.gov.in for Kolkata and through the e-District (PACE) portal for the rest of West Bengal.
Who must register, and by when
Every shop-keeper or employer must register within 30 days of commencing work by filing Form B, whatever the number of persons employed. Any change in the registered particulars must be intimated within 7 days (Form C), and winding up of the business within 15 days (Form E). A few categories are exempt, including offices of the Central or State Government, the Reserve Bank of India, local authorities, certain public-utility and transport services, and stalls at railway stations, docks and airports.

The fee depends on whether the premises is a shop or a commercial establishment and on the number of employees, per the official rate chart under Schedule I of the Rules.

Validity, renewal and penalty
The registration certificate is valid for three years from the date of issue or renewal. Renewal is applied for in Form D within 30 days after expiry, with the fee paid online through GRIPS. Operating a covered shop or establishment without the required registration, or failing to renew, is an offence under the Act and attracts a fine, so it is best to register within the 30-day window and renew on time.

- Application in Form B (Part I), duly signed.
- Proof of fee payment — TR-7 challan or GRIPS receipt with BRN.
- Appointment letters issued to employees in Form X (signed).
- Latest Trade Licence of the shop / establishment.
- Identity and residential address proof of the proprietor / employer — Aadhaar, Voter ID or bank passbook.
- Constitution proof — Partnership Deed (firm); Certificate of Incorporation, MOA & AOA, DIR-12 / Form 18 and list of directors (company); or COI and Partnership Deed (LLP).
- Tenancy / rent agreement where the premises are rented, and nature-of-business authorisation where applicable (RBI for an NBFC, IRDA for an insurance agency, etc.).

- Kolkata: go to wbshopsonline.gov.in, register as a new user and verify your email within 2 hours.
- Rest of West Bengal: use edistrict.wb.gov.in (PACE) and register as a citizen.
