Telangana Shop & Establishment registration in brief
The Telangana Shops and Establishments Act, 1988 (with the Rules, 1990) regulates working hours, holidays, leave, wages and conditions of service in shops and commercial establishments across Telangana. Registration is compulsory for every establishment — shops, offices, hotels, restaurants and commercial establishments — and the certificate is routinely required by banks to open a current account and to support GST and trade registrations. Registration and renewal are done online through the Department of Labour portal.
Who must register, and by when
Every employer must register the establishment within 30 days of commencing work by filing Form-I with the prescribed fee. To ease starting a business, provisional registration is granted within 24 business hours of uploading the application, and if the Inspector passes no adverse order within 30 days, registration is deemed to be granted. The registration certificate is issued in Form-II and must be displayed at the establishment.
Registration & renewal fee (Schedule to Rule 4)
The fee is a fixed slab based on the number of persons employed, and the same amount applies to a fresh registration and to each renewal. On renewal the fee is multiplied by the number of years chosen (1 to 3).

Validity, renewal and late penalty
The certificate is valid from the date of issue up to the 31st December following. Renewal may be taken for one to three years at the employer’s option, and the renewal application must be made at least 30 days before expiry. If it is late, a penalty applies: 25% of the prescribed fee where the application is made on or after 2 December (but before 31 December), rising to 50% where it is made on or after 1 January. Any change in particulars must be intimated within 15 days, and closure of the establishment within 15 days.
Documents required
- Aadhaar and PAN of the employer / proprietor / partners / directors.
- Passport-size photograph of the employer.
- Address proof of the establishment — electricity bill, rental / lease agreement or ownership deed.
- Details of the establishment and employees — name, category, nature of business, date of commencement and number of persons employed.
- Constitution proof where applicable — Certificate of Incorporation / Memorandum & Articles (company) or Partnership Deed (firm), and the business PAN.
How to apply online
- Go to the Telangana Department of Labour portal and register / log in.
- Choose Shops & Establishments registration and complete Form-I with the establishment and employee details.
- Pay the slab fee online (per the number of persons employed).
- Upload the documents and submit. Provisional registration is granted within 24 business hours; final registration follows, and is deemed granted if no adverse order is passed within 30 days.
- Download and display the Form-II certificate at the establishment.
