Tamil Nadu Shop & Establishment registration in brief
The Tamil Nadu Shops and Establishments Act, 1947 (with the Rules, 1948) regulates working hours, holidays, leave, wages and conditions of service for people employed in shops and commercial establishments in the state. For many years Tamil Nadu did not require a registration certificate, but the Tamil Nadu Shops and Establishments (Amendment) Act and the rules notified on 2 July 2024 introduced compulsory online registration. Applications are filed in Form-Y and the certificate is issued in Form-Z online within 24 hours — among the fastest and cheapest shop registrations in India.
Who must register, and by when
Registration is mandatory for every establishment employing 10 or more workers, which must apply in Form-Y within six months of commencing business. Establishments below that threshold are not required to obtain a registration certificate; existing establishments furnish their details online in Form ZB. Certain organisations are exempt from the Act, including offices of the Central and State Governments and local authorities, the Reserve Bank of India, railway administration, cantonment authorities, and establishments in mines and oil fields, among others.
Registration fee
Since the 2 July 2024 rules, the government fee is a simple flat ₹100 for the online Form-Y application — there is no per-employee slab. This makes Tamil Nadu one of the least expensive states for shop registration.

Documents required
Registration is a largely self-declared online process, so keep the following ready to enter or upload:
- Identity proof of the employer / proprietor / partner / director — Aadhaar and PAN.
- Address proof of the establishment — electricity bill, property-tax receipt or similar.
- Premises proof — rental agreement, lease deed or ownership document.
- Details of the establishment — name, category, nature of business and date of commencement.
- Number of workers (male, female and total) and employee particulars.
- Constitution proof where applicable — Certificate of Incorporation (company) or Partnership Deed (firm), and the business PAN.
How to apply online
- Go to the Tamil Nadu Labour Department portal and register / log in as an applicant.
- Choose Shops & Establishments registration and complete Form-Y with the establishment and employee details.
- Pay the flat ₹100 fee online.
- Submit. The Inspector issues the Form-Z registration certificate online, generally within 24 hours.
- Download and print the certificate and keep it displayed at the establishment.
Validity, renewal and penalty
The Form-Z certificate is valid for five years from the date of issue and must be renewed thereafter on payment of the prescribed fee. Operating a covered establishment without the required registration, or failing to comply with the Act, is an offence and attracts a fine under the Act and Rules — given the flat ₹100 fee and 24-hour online issue, timely registration is the far cheaper course. A distinctive Tamil Nadu requirement under Rule 15 is that the establishment’s name board must be in Tamil, given predominant space over any other language.
