The Rajasthan Shops and Commercial Establishments Act, 1958 (with the Rules, 1959) regulates working hours, holidays, leave, wages and conditions of service in shops and commercial establishments across the state. Registration is compulsory for every establishment, and the certificate is routinely required by banks to open a current account and to support GST and trade registrations. Registration is done online through the state’s LDMS portal (accessed via the Rajasthan SSO login).
A one-time fee, then valid for life
A distinctive feature of Rajasthan is that, since the 2019 amendment, registration carries a one-time fee based on the maximum number of employees during the year, after which the certificate is valid permanently with no periodic renewal. The statement is filed in Form 1 within 30 days of commencing business; a late application is charged at double the fee.

- Statement in Form 1, signed by the employer.
- Identity and address proof of the employer / proprietor / partners / directors (Aadhaar, PAN).
- Proof of the establishment’s address — electricity bill, rent agreement or ownership document.
- List of management employees, rates of wages, details of employees and weekly holidays (as prescribed).
- Constitution proof where applicable — Certificate of Incorporation (company) or Partnership Deed (firm).
