Gujarat Shop & Establishment registration in brief
The Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2019 (with the Rules, 2020) replaced the old 1948 Act and modernised the framework for shops and commercial establishments in Gujarat. It draws a clear line at ten workers: larger establishments register, while smaller ones only file an intimation. Registration and services are done online through the state’s eNagar portal, and the certificate is routinely required by banks to open a current account and to support GST and trade registrations.
Register or intimate?
- 10 or more workers: registration is mandatory. You apply in Form A within 60 days and receive the registration certificate in Form B, issued within one day.
- Fewer than 10 workers: you are not required to register. You file an intimation of commencement in Form D and receive a receipt in Form E — with no registration fee.

Documents required
- PAN of the business / proprietor and Aadhaar of the employer.
- Proof of the establishment’s address — electricity bill, rent agreement or ownership document.
- Details of the establishment — name, category, nature of business and date of commencement.
- Number of workers (male and female).
- Constitution proof where applicable — Certificate of Incorporation / MOA & AOA (company) or Partnership Deed (firm).
Validity, changes and name board
The 2019 Act registration is not subject to a fixed renewal cycle — the Rules provide for changes and cancellation rather than periodic renewal. Any change in the certificate is notified in Form G within 30 days (with the same fee schedule), and closure of business is informed within 30 days. Under Rule 34, the establishment’s name board should preferably be in Gujarati. Confirm the current position on eNagar, as the online system governs the certificate in practice.
