Andhra Pradesh Shop & Establishment registration in brief
The Andhra Pradesh Shops and Establishments Act, 1988 (with the Rules, 1990) regulates working hours, holidays, leave, wages and conditions of service in shops and commercial establishments across the state. Registration is compulsory for every establishment — shops, offices, hotels, restaurants and commercial establishments — and the certificate is routinely required by banks to open a current account and to support GST and trade registrations. Registration is now part of the state’s integrated labour registration and is done online through MeeSeva.
Who must register, and by when
Every employer must register the establishment within 30 days of commencing business by filing the integrated Form-A, whatever the number of persons employed (including a proprietor working alone). The registration certificate is issued in Form-C and must be displayed at the establishment.

Validity, renewal and auto-renewal
The registration certificate is valid for one year. Andhra Pradesh has simplified renewal: instead of a fresh application, the state introduced auto-renewal through employer self-certification. Each year the employer files a self-declaration confirming the business details remain accurate and pays the prescribed fee online; renewal is then granted automatically, without a physical inspection or office visit. Any change in particulars, and closure of the establishment, must be intimated to the Inspector.
Documents required
- Aadhaar and PAN of the employer / proprietor / partners / directors.
- Passport-size photograph of the employer.
- Address proof of the establishment — electricity bill, rental / lease agreement or ownership deed.
- Details of the establishment and employees — name, category, nature of business, date of commencement and number of persons employed.
- Constitution proof where applicable — Certificate of Incorporation / Memorandum & Articles (company) or Partnership Deed (firm), and the business PAN.
How to apply online (MeeSeva)
- Go to ap.meeseva.gov.in (or a MeeSeva centre) and open the Labour Department integrated registration service.
- Complete Form-A with the establishment and employee details.
- Pay the slab fee online (per the number of persons employed).
- Upload the documents and submit; the Form-C registration certificate is issued online.
- Each year, file the self-certification and pay the fee to auto-renew the registration.
